Some antivirus programs block Explore because it doesn't have a publisher's certificate (I'm not a professional programmer). Also, a few antiviruses block Explore because, like just about any programming language, a malicious programmer can use Explore to make their own harmful programs.
For this reason, the next version of Explore will have its own "antivirus" to alert users about any potentially dangerous features of an Explore project, such as file reading and writing. For now, simply never open an Explore project that you don't trust -- Explore only does what you tell it to do!
Feel free to change your antivirus's settings for a minute and download Explore! It's really cool and will get you into the world of OOP, File I/O and more!
(If Google Chrome is blocking it, go to chrome://settings/ , scroll to the bottom and "Show advanced settings". Go to Privacy, and un-check "Enable phishing and malware protection. Of course, you can set it back later.)
